In 2011 heeft SIDN de voorwaarden voor registrars om een domeinnaam uit quarantaine te mogen halen aangescherpt. De reden daarvoor was het toenemend aantal domeinnamen dat zonder toestemming van de oorspronkelijke houder uit quarantaine werd gehaald. Wij constateren dat dit aangescherpte beleid niet door alle registrars wordt nageleefd. Vandaar dat we u er hierbij nogmaals uitdrukkelijk op wijzen dat u:
1. Alleen namens de voormalige houder een domeinnaam uit quarantaine mag halen; 2. en dat u voordat u een domeinnaam uit quarantaine haalt de volgende stukken van de voormalige houder in uw bezit dient te hebben en op eerste verzoek aan SIDN kunt overleggen:
a. Bij een rechtspersoon:
- Bewijs dat de houder toestemming geeft om de domeinnaam uit quarantaine te laten halen
- Uittreksel KVK
- Kopie identiteitsbewijs van toestemming verlener
- Bewijs van vertegenwoordigingsbevoegdheid indien de bevoegdheid niet uit het uittreksel blijkt
b. Bij een natuurlijke persoon:
- Bewijs dat de houder toestemming geeft om de domeinnaam uit quarantaine te laten halen
- Kopie identiteitsbewijs
Striktere controle
Gezien het toenemend aantal klachten zal SIDN deze voorwaarden strikter gaan controleren en zo nodig maatregelen aan registrars opleggen die niet direct in staat zijn de voorgeschreven documenten te overleggen. Deze maatregelen kunnen bestaan uit het tijdelijk gedeeltelijk blokkeren van het account van de betreffende registrar en bij herhaling tot royement. Uiteraard gaan we pas over tot het uitvoeren van deze maatregelen nadat we persoonlijk contact hebben gehad met de betreffende registrar.

In 2011, we revised the conditions that have to be met before a registrar is allowed to reactivate a quarantined domain name. The criteria were made stricter, because an increasing number of domain names were being reactivated without the consent of the last registrant. However, we have since become aware not all registrars are abiding by the new stricter policy. We therefore wish to remind you that the following conditions MUST be met:
1. A quarantined domain name may be reactivated only on behalf of the last registrant (the registrant at the time of the name being quarantined).
2. You must be in possession of the documentation listed below before you reactivate a quarantined domain name, and you must be able to submit the documentation to SIDN immediately if asked to do so:

a. If the last registrant is a legal entity:
- Evidence that the registrant consents to the domain name being reactivated
- An extract from the Trade Register
- A copy of an identity document for the person giving consent on the registrant's behalf
- Evidence that the person giving consent is entitled to act on the registrant's behalf (if not apparent from the Trade Register extract)
b. If the last registrant is a natural person:
- Evidence that the registrant consents to the domain name being reactivated
- A copy of an identity document for the registrant
Closer monitoring
SIDN has been receiving an increasing number of complaints about unauthorised reactivations and therefore intends to monitor compliance with the new conditions more closely. If necessary, sanctions will be taken against registrars that are not immediately able to produce the necessary supporting documents on request. These sanctions may entail temporary partial suspension of an offending registrar's account. In the event of repetition, SIDN is prepared to strike off a registrar that does not respect the conditions. Naturally, striking off is a sanction of last resort, which we will take only if personal contact with the registrar in question does not yield the desired response.
